The Plaza is being renovated, and is certainly not “budget” so that’s out of the question:
The Milford Plaza, it’s located RIGHT in Times Square…very small rooms, but always nice.
or
The Belevedere Hotel… it’s maybe a block or two uptown from the Milford but it’s definitely nicer, with bigger rooms and a tiny store in the lobby.
Both would be about two avenues away from 5th which is where I’m assuming you’re going to be doing most of your shopping… 
The Comfort Inn hotels in Chelsea and surrounding areas are cheap and clean. But keep in mind, cheap is around $170/night. You can always use the subways or walk to famous shopping areas in: SoHo, Times Sq, stores on 5th Ave between 16 & 25 streets, 34th st. Herald Sq, etc.
